This section is for companies that supply packaging and printed paper into Manitoba: everything you need to determine obligation, register, report, and pay fees.

01 · Are you a producer?
A company is an obligated producer only if all four criteria below apply. If any one does not apply, you are not obligated.
The company or organization carries on business in Manitoba, has a permanent establishment in Manitoba, or has a resident employee, agent or representative.
Designated PPP includes packaging and/or printed material that accompanies consumer goods that are usually purchased by residential consumers, are likely to enter the home and ultimately, are managed by residential municipal waste management systems.
Download Designated Materials ListA Producer is “obligated” if it and/or its Affiliates and Franchisees had gross revenues of more than $750,000 from the combined sale of all its products and services in Manitoba in a given year. All sales in the consumer as well as industrial, commercial and institutional markets are included for the purposes of determining gross revenues in Manitoba.
If all four criteria apply, you are obligated to register and file a Producer's Report with MMSM under The Waste Reduction and Prevention Act. If any one criterion does not apply, you are not obligated.
We encourage all companies to register even if they are not obligated. Registration keeps you informed of program changes and removes your name from our follow-up list.

02 · Register
Create your producer account and enter your company details. The portal is where you will report and see your fees.
To find out if your company must register and pay fees, view our national guidebook. Then, proceed to Step 3.
03 · Agreements & policies
All producers sign the same agreements (standard or voluntary), terms do not vary by company size or sector.

04 · Reporting
Registered producers file an annual report of the packaging and printed paper they supplied into Manitoba during the previous calendar year. Reports are submitted through the WeRecycle Portal, and fees are calculated from the data you enter.
A primary contact change must be authorized by the current primary contact or a signing officer of the company. Submit the change request form, or contact Circular Materials if the current contact is no longer with the company.
Producers can request an adjustment to a report already submitted. Read the policy first, then submit the request form with the supporting worksheet.
05 · Fees
Fees are charged per material based on the tonnes you report. Rates are set using the Four-Step Fee Methodology, and your total is calculated automatically in the reporting system once your report is submitted.

06 · Producer list & compliance
The producer list is published so companies can check whether a vendor or supplier is registered, and so voluntary producers can verify their own registration. A change log records additions and removals between editions.
Aware of unregistered producers?
Compliance is handled by Circular Materials on behalf of the program.
07 · Full EPR transition
A transition to full Extended Producer Responsibility (EPR) would move Manitoba’s residential recycling system from a shared-cost model to one where producers assume full financial and operational responsibility. MMSM has developed a transition plan with input from producers, municipalities, and service providers. The plan remains under provincial review, and producer-specific information will be shared as details are confirmed.
